Just noticed when dry burning my rebuildable that the little "tab" of metal that sticks out (where I cut it off after clamping it down) is glowing red. That's as close as I can cut it off to the screw...is it a problem or fine?
Is this normal?

I've never had mine glow on the back side. Next time twist it off flush rather then cutting it.

I don't have an atty that uses that set up, but on my rba's I have found I get close using nail clippers. As to if that is a problem it shouldn't be so long as it isn't touching the top cap.
As long as it isn't so long as to touch the side of your cap. That would short out. I took a closer look at your image and I'd say that is fine.
