Sounds like PG - they don't even list VG.

Dunno why they would add water to PG - PG is already thin enough to vape. Water is typically added to VG to make it thinner. But at least one flavoring company (Flavorwest) uses water as a base for its flavorings (most pro food flavorings are PG base)

So - unless you label is wrong, that is PG juice. It it is thick, then the label is wrong. If it's no thicker than milk then the label is probably right.

Here are 3 pictures of the same bottle where you can see what it is labeled:

VG is vegetable glycerin

PG is Propylene Glycol (hospitals use PG vapor to deliver inhaled medications)

PG is thin enough for all methods of vaping, lets through the most flavor, nicotine Th and nicotine irritation, makes thin vapor

VG is thick (even thinned it is too thick for some methods of vaping), dulls everything PG lets through, makes thicker more persistent vapor

Most people use blends

I like it :) The question is if this is VG or PG? I do believe the manufacturer made a mistake when writing the content. As you can see if the 3 pictures attached above it is labeled VG.

Also the manufacturer website is confusing:

Joyetech RY4

scroll down to see the complete label.

As you can see in the pictures attached I have VG written on the label. Maybe they use the same label for any type of liquid?
