hard to say, the protank mini 2 seems to be pretty dang airy to me. I assume you already tried primer puffs in between your draws? I typically use very heavy VG liquids and if I have one that's thick enough to give me a dry hit, I either try a few primer puffs, or worst case scenario, mix it with a thinner liquid that has a complimentary flavor.

For example, I tried a mt. baker vapor 20/80 PG/VG that was too thick for my top coil clearomizer, but I mixed in a flavor from Virgin Vapor and now it's working great. Virgin Vapor really does have awesome juice, not at all thick.

Are you wicks clean? If not, you can disassemble to expose the wick and coils, remove flavor wicks and then rinse under running water. I then generally dry burn and put in new flavor wicks. Or just replace the head. I've had PT heads gunk in as little as two days with some juices. But yeah, you can thin juice with a few drops of distilled water. And (on most devices a tighter draw) pulls thru a thicker liquid.

Oh, that Vash is fast!

I was excited about finally getting this flavor, so I was using a brand new head. I tried priming it, I tried covering the airholes to tighten the draw, I just cant get it working.

This juice is so thick it's able to hold airbubbles suspended, they dont even rise. Is it even meant to be like that?

yes all of this sounds normal for an e-liquid with a high VG content. some people (like my self) like to pull 1 of the flavor wicks out and center the other flavor wick. its pretty simple that long tube off the top of the coil head is removable just wiggle pull it up from the rest of the base and it will come right off. inside there are 3 wicks 2 small wicks on top of the other larger wick and coil. just remove one of the small wicks and make sure the other one is centered above the larger wick and coil and just push that long top tube back into the base. this will increase wicking.
the other think you can try is add 1 drop of distilled water per 2 mL of e-liquid. and shake it very well for a few minutes. you might need to at more later but dont add more than 3 drops of distilled water per 2 mL of e-liquid, after that point the e-liquid is way to thin and will not vape well.

either mix it with distilled water or get a cartomizer tank with a low resistant cartomizer (make sure the whole is large enough for the thick liquid to wick through and soak the polyfil) or you might have to make the hole larger yourself. At least a hole in between the diameter sizes of a tooth pick and a lolly pop stick
