Just found this tonight at a Petro truckstop in Effingham, IL. Kinda looked interesting and with the 4.99 clearance price just had to buy it.
It outputs 5Volts and is 2000 mah. Will have to play with it but for now its an emergency charger for my kensington power pack. The USB and mini USB plugs that fit it are for plugging into your charger. It is a 1.0A output voltage. Have to see what I can come up with for a e-cig. It runs on 2 AA Alkaline batteries.
