Liquid without diethylene glycol?

I think you meant to use propylene glycol, not diethylene glycol.

Diethylene glycol, according to Wikipedia, is used in the manufacture of unsaturated polyester resins, polyurethanes, and plasticizers. It is a solvent for nitrocellulose, resins, dyes, oils, and other organic compounds. It is a humectant for tobacco, cork, printing ink, and glue. It is also a component in brake fluid, lubricants, wallpaper strippers, artificial fog solutions, heating/cooking fuel and in personal care products (e.g. skin cream and lotions, deodorants). At one time it was used in radiator fluid. Diethylene glycol is not used in e-liquids.

Propylene glycol (Pg) is what can be used in e-liquids, usually along with vegetable glycerin (Vg). It is used for a number of different purposes such as the propellent in asthma inhalers, and is generally considered non-toxic. It is used in modern day radiator fluid after diethylene glycol was found to cause many animal deaths from drinking it. Pg is known to be the "flavor carrier" in e-liquids, and has a secondary effect of the "throat hit" in vapor. A minority of vapers are hypersensitive or allergic to Pg.

Many e-liquid manufacturers offer Pg-free e-liquids. Some that I have used are Dripeez, Virgin Vapers, and VapeRite.
