The state Bill for this year is (was?) SB168. It specifically exempted e-cigs from definitions of smoking. It passed the senate and now sits in the house health committee. It may have died there. There was no house version.

The state has proposed a 'clean air act' for at least 3 years (possibly many more, but that's how long I've been tracking). Last year's house version also exempted e-cigs, but the senate version did not. Neither of them got out of committee last year.
The smoke-free ordinance passed by the Birmingham city council a couple of years ago also exempted
vaping, because people went to the city council meeting and spoke out.
Bessemer and (I think) Vestavia (though it may have been Mountain Brook) included
vaping under their definitions of smoking- no one was available to go to the last minute public hearings.
