You can get 5mL bottles of FlavourArt tobacco flavorings here:
Flavourart eLiquid Flavouring

ecigexpress has flavorings in various sizes:
Tobacco Flavor

I recommend trying Perique Black at 6% strength, or 7 Leaves at 10% strength.
1 drop per 3mL of base = about 1%. It's more accurate to measure with a small syringe when you're making more than a small test batch.

DIY juices with tobacco flavoring take some time to "steep", or mellow, until they're ready to vape. Allow at least 1 day steeping time per mL of batch size... in other words, 30mL of juice takes about 30 days. I recommend that your friend buy some ready-made juices to fill in the gap until the DIY stuff is ready.

I suggest trying some of these; they're all non-sweet straight tobacco flavors:
Tampa or Texas, from Vapor Station
Lark, B&E, Dunhill or Lucky Strike, from My Freedom Smokes

Everybody seems to have diferent tasts and tobacco flavors seem to be some of the hardest to find just the right mix.

I get my DIY supplies (great starter kits) from One Stop DIY Shop

The flavors that worked best for me as a 40 year heavy smoker are all from The Flavor Apprentice

#1. DK Tobacco at 3 drops/ml in a 50/50 PG/VG mix, it's a stron flavor so works better in my eGo-T system that seems to mute flavors. This has become my current fav all day vape, just wish it didn't take 3-4 days to steep.

#2 M-Type at 2 drops/ml, same 50/50 mix

#3 is RY4 at 2 drops/ml, same 50/50 mix

As for premixed e-liquid, I really like HC USA Mix https://www.healthcabin.net lists it as Marl(USA Mix), this is my second fav flavor so far.

Best of luck to you and your friend.
