Which is better for creating DIY liquids, LorAnn or PA?

Both LorAnn and Perfumer's Appentice (Flavor Apprentice) have flavors I really like. LA - Cheesecake and keoke coffee, TPA - Vanilla Bean Ice Cream and Ripe Banana, just to name a couple flavors from each vendor. You can make good DIY with either one or a combination of the two. Capella and Flavor Art also make excellent flavorings.

IMO, Decadent Vapors and PA are really really good...
