Why does this ECF function seem not to work? Saw comments from two years ago but nothing recent. What am I not seeing to give me more detail on how this program is to work?

Try clearing your cookies and cache. I use the mark all forums read feature fairly regularly and haven't noticed any glitches with it.
"Marking Read" works for me as well although I clean my cookies and caches every session.
If you're running a script blocker make sure you're allowing scripts for the forum. If those are being blocked it can restrict some of the site's functionality.
