You answered your own question about the evod+spinner.
If you like 31.5W vape it there. Try 35W and see how it is. From experience I think 35W on a subtank will burn some liquids but not others.
Great thing about VW/VV deviced is you can dial it in to wherever you like best. For me I sometimes vape a tank and liquid at a constant temperature or I'll enjoy a few pulls from anywhere from 25W to 35W in one session. Find the limits of that juice on that coil, ie where it won't vape and where it will burn (don't worry, one burn hit will not be nice but open the airflow and take a few more hits at lower watts and the taste will go and the nice taste will come back.)
As for 'cloudz bro' (a meme on ECF) on the subtanks the people you see making them online or in real life, they use special liquids. Also the inhale / exhale - they will likely not fully absorb and hold the vapour in their lungs like we do when we want to savour the draw, if you just inhale, and then exhale quickly like with a cigar, pursing your lips for a thin stream, you'll get those whiter, denser clouds like they do on the youtube videos etc even with 60/40.
