Halo won't be the cheapest but they have Menthols down to an Art form. They have several
menthols from nice friendly Pina Colada thols to some that will freeze your brain solid.

I don't know for sure if you're into DIY'ing, and I believe you're probably not, but what about just adding some menthol crystals to an unflavored base? There are menthol/menthol like/minty zero nic juices available as well that could be mixed with an unflavored base. I couldn't recommend any in particular though.
