Its funny, I was actually sent to this article because it is so terrible and lacks any coherent reporting or standards. I was encouraged to email the publication's editor in chief and get this reporter fired (which I did so).
However, the part about ecigs being exempted is quoted from an MMDA source:
"According to an MMDA information officer, "Ang mga hinuhuli lang namin ay yung mga gumagamit ng tobacco mismo. Yung e-cigarretes kasi hindi siya harmful sa environment kasi water vapor lang siya." Still in doubt? Call their 24/7 hotline."
So I think, at least, that part of the article can be given some credence.
