my bottle leaked/poped in transit

who do i talk to about this, about half the bottle leaked out and all inside the mailer, idk if the post office crushed it, or if the cap wasnt on all the way or what, but something has to give, who do i talk to about this

edit: i just got this today, after being held up god knows where in mail limbo cause of the holiday, im just curious
