Big tobacco is controlled by the anti-smokers. What would give them a big win is to attack the anti-smokers' scientific fraud. And they refuse to do it.
Philip Morris has been in league with the anti-smokers who invented the whole "harm reduction" thing in the first place. Some tobacco documents that prove it:

"Jos III" refers to Joseph Cullman 3d, the head of Philip Morris. He tries to pin all the blame on Cullman, who was not a scientist, while ignoring the fact that Wynder and Hoffmann obtained money not only from Philip Morris but also from the U.S. taxpayers, for research whose only real point was to manufacture propaganda.

This research was, in fact a mandate of "Work Group 9: Government Action and Legislation" of the American Cancer Society's first "World Conference on Smoking and Health" in 1967, engineered by Clifton Read, an Office of War Information crony of William J. Donovan who was publicity director for both the ACS and its predecessor, the ASCC. Wynder himself headed "Work Group 3, Towards A Less Harmful Cigarette."
