if ya add 25 ml of 24mg to the 25ml of 18mg it should give you 21mg of 50ml..i think.
that is correct. since you are using equal quantities (24+18)/2 = 21
@ OP: Sorry, you will not be able to make 24mg liquid out of 18mg using 24 mg, it is mathematically impossible.
Couple of things to consider
1) 21mg isn't going to give a noticeable difference in TH over 18. You may end up wasting a ton of 24mg trying to save one bottle of 18mg. 1 bottle of 24 mixed with 18 = 21mg, 2 bottles of 24 mixed with 1 bottle of 18 = 22mg, 3 bottles of 24mg mixed with 18 = 22.5mg.. you see where this is going.. Might be better to just use the 18 at a time when you don't care so much about TH.
2) Flavor. If the 18mg is flavored added the flavorless is going to dilute your flavor. Depending on the flavor, some of the TH may be coming from the flavor itself. Menthol is an example. If you mix 24mg flavorless you may actually decrease your TH that was due to the flavor.

Think of mixing coke, apple juice, whatever, 50-50 with water.
Yeah, looks like it's a lost cause to save that 18mg. Thanks for the education!
Keep it around.. Use it up when you are social vaping, like on the patio having drinks, where you are enjoying more the action of vaping than the TH.
Or if you change, or have different hardware, you may find that 18mg will give you the TH you are looking for.
Try taking a good sized primer puff then you'll definitely notice more TH and more nic per puff as well. I've got some flavors which hadn't been doing it for me even though they are 28's then I realized it's because they produce less vapor than other flavors, so I use primer puffs to control that and am now happy with them

If I were to mix one bottle of 11mg and another with 18mg both 10mls what nic level would I get in total?

If you're mixing equal proportions, the resulting nic level would be (110mg + 180mg)/20ml = 14.5mg/ml

The formula is pretty simple really. Just add the total mg of nicotine and divide by the total volume, ie, mix 4mls of 11mg with 8mls of 24mg:
Your resulting volume will be 12mls (4+8) and the resulting nic concentration will be;
(4x11mg) + (8x24mg) / (4ml+8ml)
= 44mg + 192mg / 12ml
= 19.67mg/ml
