Now that I have this..I need to get to rebuilding some of my old CEs and make them low resistance for better vapor production! Could someone point me to how to measure the proper amount of wire when working on resistance?

Just do a little math to get you close. If your wire is rated at 27 ohms per foot divide by 12 and it is approx 2.25 ohms per inch. Now use your multi meter set on ohms to measure your desired length.
