New forum: New Members Information forum

All of the stickies in the New Members forum have been moved to the New Members Information forum and replaced with two locked stickies. This will cut down on the amount of scrolling required when you access the New members forum and should considerably enhance your ECF experience. Please refer new members in need of sticky knowledge to the NMI forum from now on.
