Oh, you are suppose to put the white rubber seal back into the carto before use? I never knew that.
you don't have to, its an optional thing. Some people don't like to put the clear seal back in cause they like to "top off the carto once in a while.
That seal shown in the video is the clear one that comes with the Tube tank, not the white rubber cartomizer cap that comes on the refill cartomizers. Just to clear that up. I had a few questions about that other places.

I'm not following you...where is the "clear seal" at? I only saw the white rubber one for the carto. I must be missing something.
The clear seal comes when you buy the Tube tank. It comes separately in a little clear bag.
Oh ok, is that a new feature? I don't remember having one with my original tank.
