But I'm curious why Penn State would be doing a survey of this type?

We are doing this research to improve understanding of vaping. If you are asking why people at Penn State in particular are doing the research....we have a College of Medicine in Hershey and departments of Biobehavioral Health and Psychology at the University Park campus. Part of our job is to do research that may help improve health. It seems plausible that ecigs could have a major positive impact on public health to the extent that smokers may switch to ecigs, and so we feel it is well worth trying to understand ecigs and ecig use better, and so be able to better educate our colleagues and the public about them.

I'd speculate that this type of rather generic survey (once complied and analyzed) will not lead to a comprehensive set of conclusions but instead will become the basis for developing a much better understanding of what to ask in future studies (hopefully combined with some meaningful clinical trials). While I firmly believe vaping has saved my life, I would like for a reputable medical research organization to lend weight in the debate with the medical community "at large" and provide empirical evidence to the merits of vaping as a healthier alternative to smoking.
