A new one actually holds more than you think. I believe you can around 15 in a new cart. The key thing is to make sure it looks wet (someone described it as looking like a slurpy/slushee). If it's not wet enough, you will get the horrible burn taste. Also, if it's brand new, remember to blow the primer out of the atomizers as they're another potential source of a craptacular taste. Drip a couple drops of juice into the blown out atomizer before you put the filled cart on to sort-of prime it.

Get a toothpick and slide it between the side of the cart and the filler. This will help the e-liquid absorb into the filler. Having a bit of airspace to allow flow is what you are doing.

SimpleSins has given good advice. Blow good n hard from the open end and have a papertowel under the threaded end. Do this a couple times. Get all the primer out! Drip a few (2-3) drops of liquid onto the mesh in the atomizer and fill your cart-the one with filler-with e-liquid.
The cart that was on your atomizer is a dummy cart. Save this, as you may decide to try dripping and they are good for that! Dripping is when you drip 2-3 drops directly onto the atomizer and puff without filler. You get about 5-6 puffs before needing to re-drip onto the mesh! Good Luck.

I found this to be very important.
I've also found it helpful to make sure you line up the rectangular opening of the cart with the metal mesh in the atty. I was getting a bad burnt taste once when the side of the cart was to close, and I'm guessing started to get hot and burn. I adjusted so it was lined up and no more issues.

For me, a good way to get the primer taste out of a new atty is to put the new atty on the device and place a couple drops of e-liuid around the bridge of the atty. Then place a folded piece of paper towel over the atty without a cart on it. I then hold the PV up with my head tilted back and fire the switch off and on while dragging. The heated primer and juice drains considerably into the paper towel. This works for me but you need to be carefull not to hold the switch down too long, as you may end up frying your atomizer. Thats why I use small bursts (on and off).

Then after that, I put in 3 drops of juice and it's pure vaping pleasure. Once I feel a drop off in throat hit and vapor, I put in another three drops. I vape primarily at 6 volts so three drops usually lasts me about 7 good drags with a high volt atomizer.
