Newb needs help. 18650 New Design? Add Protected?

I was looking around for some 18650 batteries to use in my attempt to do my first mod and came across these
2 x 18650 3000mAh 3.7V Rechargeable Protected Battery - eBay (item 250586752799 end time Mar-26-10 18:17:08 PDT)
They're listed as 18650 but their size is 66 x 15, wouldn't that make them 15660 batteries not 18650? Does anyone know if these are safe to use instead of the standard size 18650 batteries. The smaller diameter of these would give me a few more options for smaller enclosures. I need some help/advise with this pleases. :confused:

Don't buy from Ebay scam artists who hide the brand name and claim 'new design'. These UltraFires are available all over from trusted suppliers without all the mumbo jumbo. And they are 67mm long. The protection circuit always adds a bit to the length. You can see it at the bottom.
