Every time i take a draw on my ecig (which is a JUSTFOG 1453, a company that apparently no one has heard of) it tickles in the back of my throat a whole lot. It's not unbearably uncomfortable, on the exhale the tickle becomes somewhat of a burn. Is this normal? Does the degree of how much this happens depend on the e liquid being used, or is it dependent on the e cig itself?

1:
Tickle:
Not unusual if you just stopped smoking; but not a good sign.

2:
Burn:
Not good.

3:
Normal?? Maybe not; especially if just stopped smoking.

4:
Depends on eliquid: Yes; and on wick; and on temperature of coil.

I'm using feel lite, its 1.1 mg/mL nicotine, but I usually dilute it with HD vape nicotine free flavored stuff (the labels of which are too faint to read, but from its' thickness it's probably vegetable glycerin mostly). Even when I opt out of using the nicotine e liquid i still get the burn though

1:
1.1 mg/ml:
I suspect you mean 1.1% which is 11 mg/ml.

2:
thickness:
That tank is a topcoil, which means .... wait;;; that coil looks like a bottom coil type of coil; the pieces in the picture are probably not shown in working orientation or something.
anyway, a thick liquid takes longer to wick;
if it's a topcoil you may need to give it a twirl occassionally to wet the wick if you're chainvaping;

a dry hit produces a burnt taste.

What percent of pg and vg are you using? That will make a big difference with the throat hit. Higher the pg the more throat hit you get. I like a 50 50 but my hubby likes a 70/30 because he wants more of a harsher hit. It could be you need to play with your pg and vg percentage and find a percent you like. What are you currently using?

That picture shows exactly how the thing is assembled for vaping, what do you mean by the coil looking like a bottom coil type? also the coil gets flooded because the gasket does not cover the top of the pin properly. Also there is no burnt taste so its not dry hitting

Yup, it's a top coil clearomizer. If you don't tilt the battery end up a bit while vaping try that for an hour if it doesn't then flood. Sometimes you can get the wick just a bit dry but not so dry it tastes obviously burnt. It could also be the juice you're using. How many different juices do you have? Are they all from the same manufacturer?

It's hard to say about that clearo. I can't find any reviews of it online so there's no feedback from other people who have used it. Every device out there has little quirks. People figure out how to get the best from them and reviews are a good way to get that info.

The atomizer heads for bottom coil clearomizers have very short wicks:

Below is the miniprotank2 v2; the atomizer coil head is on the right end: short wicks;

Below is a vivi nova topcoil; long wicks that hang down to soak the eliquid upward:
