This is the response from my Chinese supplier about why the 14500's I have don't say protected on them. I am not advertising they are protected which is the whole reason I created a new item in my store that does not say "protected" in the title or the item description.
for background info the 18650's I purchased do in fact have a PCB Protection circuit and it is stated on the label; and are 3000mAh, so I was happy about that.

Hello Kendall,
Greetings.
Thanks for your mail and feedback.
Firstly,we are glad that 18650 battery is good.
There is some misunderstanding in the 16340 and 14500 battery.
(1)Sometimes we would change the battery shell/packing sheet, but the
inner parts are same. For the 14500 battery is like this: 100 sets is
newly produced and the sapre 1 set is our stock. Please kindly take it
easy.
(2)Now we would like to tell you something about 16340 and 123A battery.
They are in same size: same length, same diameter, the only difference is
voltage,16340 is 3.6V and 3.7V but 123A have only 3.0V.In some degree we
can say 16340 model is same with 123A modle. The 50 sets 16340 battery
change its shell this time, the quality is same as before. And for voltage
3.6V and 3.7V,the difference is very little.
(3)Thank you very much for your phot

ur battery PCB is in the cathode
polarity side, you can see the cathode has conspicuous salient. So the
TrustFire TR123A 3.7V is the protected battery.
We are so sorry for this trouble,we should kindly remind you that then it
will not cause any trouble to you.We feel so sorry about it.We hope that
the troubles will gone after you read my answers.
Kind Regards.
Cellia.

I don't like this supplier at all because of this and don't plan on buying more of batteries not labeled as protected. I understand everyone is concerning about an instance of someone blowing up a flashlight or ecig by stacking 2 unprotected batteries together in a all metal case and it causing it to explode.
Myself being a Computer Engineer (Electrical focused) would not be concerned using unprotected batteries as I've never seen any explode in the lasers and flashlights I use these batteries in. My first intention for selling batteries was for it to be a convenience for people ordering laser diodes to purchase some batteries to use with their future laser. I think its great that many people using ecigs can use the batteries as well and am happy to sell to everyone and anyone.
I don't visit this forum much but one of my customers sent me a link in an email.
I'll try and check back later to see if anyone has any questions though. or just email me at
