My question is if nicotine can be extracted for other plants besides the tobacco plant and ecigs manfacturers decide to use it,can the Govt still try to apply extra excise tax.Does the govt control all plants that cotain nicotine cause there are lots of other plants and think they will have a hard time banning all the plants that contain nicotine.

Duboisia hopwoodii

Contains the alkaloids nicotine and nor-nicotine; used by Aborigines as an animal poison and as a narcotic (the name piturialso widely applied to narcotic species of Nicotiana). Toxic to horses, goats, sheep and camels; toxicity varies with locality, age and part of plant.

Plants That Produce Nicotine | Garden Guides

TRADITIONAL USE: Leaves, flowers and flowering stalks are highly valued by the Aborigines as chewing tobacco with nicotine and nor-nicotine content being up to 25% of the dry weight of plant material. Pituri is the term used by the Aborigines for the ball of chewing tobacco.
