It's milligrams per millilitre (mg per ml). The 11mg juice will be the same strength whether its a 5ml, 30ml or 500ml bottle. A few suppliers refer to nicotine strength in percentage terms, in which case 11mg strength = 1.1% nicotine.

An "11mg" pre-filled cartridge or cartomizer does not necessarily have 11mg of nicotine in it in total. Again, it refers to the strength and means that the liquid the cartridge is filled with has 11mg nicotine per ml. Cartridges vary in the amount of liquid they hold in total. On average, a mini (e.g. a Joye 510) holds approx 0.5ml. A penstyle (e.g. DSE801) holds approx 1ml. A supermini (e.g. a Blu) normally holds approx 0.25ml.
