I believe it means that they shut down for the days posted and no shipping will go out. I don't think it means free shipping. Sorry to drop a bomb on you. You have to spend $249 to get free shipping.

I was trying to apply it from the PayPal "interface" so that might have something to do with it.

Yeah you have to use the normal checkout button and later at payment stage you can select paypal. So if you try it that way your coupon should work ok.
