OHM Meter accuracy range...?

Say mates, sorry for the off topic but I have a question.

I purchased an ohm meter from here:

USA OHM METERS

As for accuracy, the site reads:

"Accurate to 0.070 or 0.1% of range which ever is greater.
Will read from 000 up to 5.0 ohms"

So does that mean 1.0 ohm could range from .93 to 1.07?
Or from 1.03 to .97?

0.1% of range... what range? for example, a .8 ohm coil would be accurate to within 0.0008?

Yes, I'm a stickler for details... it's a personal bugaboo.

I planned to get one of their PCBs or their DIY kit so that I can use thicker wire for the ohm meter. I repaired a couple of my cheap meters and they just are not cutting the mustard anymore. I like the functionality of reading to the thousandth vs. just the hundredth for sub-ohm builds.

And yes, per your example +/- .070 or 1.00Ω = 0.93-1.07Ω is pretty accurate, 0.07Ω/0.1% doesnt seem to be but considering the cost of an alternative, bench top equipment, this suits our needs more than perfectly.
