Yes when the wire heats up the resistance will drop like .04 ohms, give or take depending on your build and number of coils, this is why when vaping sub ohms it is important to know your amp limits of your battery. Could make the difference of pushing it to the limit and current overrun.

Also the resistance of a build will increase slightly once wicked and juiced up. Fluctuating ohms, once coil is at operating temperatures, is usually an indicator of the screws not being tight at the terminals or the coil shorting out. As the life of the coil is extended and gunk builds up, the resistance will increase and vape will decrease in quality and quantity. That's why it is important to dry burn your coil when changing the wick, burn the gunk of before putting a new wick in.
