PV is Personal Vaporizer (i.e an e-cigarette but some think it's beneficial to get "cigarette" out of the name)

On my browser many abbreviations used here are underlined and you can hover you mouse pointer over those and wait a few seconds and the full name will be displayed.

And btw - not underlined but cart is cartridge (plastic and stuffing part of a 3-piece PV). And carto is cartomizer (the mouth part of a 2-piece PV which is a combined cartridge and atty)
