Sorry for hijacking @mojoekai but sometimes these threads take on a life of their own. Your new thread is much clearer on your request. I hope you find what you are looking for.

In other news, I ordered some batteries and a charger from VaprSpot in Yokosuka last night. Tried to call, but he was a busy man, and could only text message.
The website has limited information on some of the items, at least for a novice like me. Good thing I only wanted batteries for now. The owner was nice on the text and replied quickly.
I will update more after the shipment is recieved.

I was in the Navy at Yokosuka and I totally understand. No is the easiest answer. It's probably best to go directly to the source that will be checking your shipments and allowing them or not. But be careful what you wish for. Okinawa is not that big and if you draw attention to yourself, they may just be on the lookout for your name when juice comes in.
Can't find it now, but a while ago someone posted about an online shop that sold nic juice. When I read the site, they were basically drop shippers. They would order from the vendor and have it shipped to the person. Maybe that would be another avenue. Maybe you become a go-between. Order yours on a personal basis, have people try them in your shop and be the middle man by making the orders online and having them shipped directly to your customers. Japanese customers would like that, many of my Japanese friends don't know what to get and can not speak enough English to understand the ordering process. But they like it when they try it.
So, I do that for friends and family that I have switched to e-cigs. I stay under the "1month"/"120ml" by doing that. I just add in the shipping costs and could probably add in some type of handling or processing fee. They pay me up front.
Here's one box, got a lot of samples here. But they are not for sale. This is my personal vapes.

yeah..i'm kinda doing that already...i'm not worried about the shipping part..especially since I mix...
just trying to find the Japanese websites that say the LAWS on juice and hardware sales...
you know how it is..if they don't know then it's a no (atleast Marines is) i'm out now and trying to get this going big...there is a high demand on this island, especially since there are soo many military people.
I already have good Japanese base...but I don't wanna be the guy that get thrown in jail for something he didn't read or know that was legal or not legal..

Damn! I was trying to get one 30ml bottle and shipping is gonna be 1400yen?!? Takai! :(

I just got my box and paying for the delivery when you get it is much cheaper than flat rate. I paid only ¥656 to the delivery guy vs. The ¥1400 that I was quoted on the site. If you order, pay the delivery guy, don't go flat rate.

Overall the experience at VaprSpot was ok. The ordering was as smooth as can be expected. The CS was good, even though he seemed really busy. But he did respond quick. The order arrived 3 days from ordering, but the site still list it as "awaiting shipping" so I was a little concerned.

I would likely purchase from them again. But for the juices, they don't always list the amount, especially when their is not an option to choose.
