If I am charging my PCC (via USB), can I charge an electronic cigarette at the same time in it?

In general, yes. The process varies depending on make/model. Which make/model do you have?

Nah, it's fine. It will take longer for the PCC to charge since the power will go to the battery first, but it doesn't hurt it. I used to do it all the time before I switched to larger battery systems. Just screw the battery into the PCC and get it started charging, then plug the PCC in to whichever power source your using.
