Having read bits and pieces of the Singapore forum I would also suggest um, lawyer support if you can.

I mean, it depends on what you got, how much you got, the mood of the official catching you, and how much you are willing/able to subtly pay off the official involved in such a manner that HE feels he did not do anything illegal.

I don't mean to scare you but yea go to the Singapore thread for advice. It's not some sort of "rubber stamp" fine it sort of varies like the phases of the moon.
