I haven't made any juices yet. I buy juices that are already PG/VG blends for a variety of US juice makers.
If you are making your own juices, you usually use a juice calculator that will take into account whether your nicotine is already in PG and the percentages of flavorings you are using and tell you how much PG and VG to use in order to end up with the ratio you want.
If you just want to mix plain pg and vg, yes you could put them in on bottle and shake it. You should always shake your juice before using anyway.
I buy my flavorless nic juice premixed at 50/50. Most sites do offer syringes to use to suck up a desired quantity of liquid. Plus they are graduated so you know how much you have in the syringe. I would advise you to find the largest diameter needle offered, I have seen a 22 gauge, in order to suck up your juice more easily.
I buy 48 mg 50/50 mix, then cut it in 1/2 (double the volume) with PG so I end up with 24 mg 75% PG, 25% VG... or thereabouts. Flavoring additions vary and change it slightly. I can reduce the PG by the amount of flavoring I plan to add to stay at the same ratio.
For me it's basic counting drops - 15 drops of PG and 5 drops of VG is 75% PG to 25% VG - in an empty container of some kind. I'm using the plastic carto ends atm. 10 drops PG to 5 drops of VG is 66% PG to 33% VG. You get the math.
