I picked up something from my local smokeshop that looks a like this and I don't know the brand, but it seems to work well enough as long as I fill it from the mouth piece like you would a cartomizer without a tank, but the tank itself doesn't seem to feed in at all. It's pre-punched, and I don't have any tools with which to punch or alter my own, but the fluid in the tank seems to just be sitting there. If I blow into it I can make bubbles, so I know the holes work, but the wadding just goes dry when I use it. Is it just a bad/cheap design? Is there anything I can do to fix it?

You definitely want to make sure that you have the carto properly saturated to begin with using whatever method works best for you. I have had success with Baditude's blog method and more recently, a bottom up fill with a syringe. If your carto isn't primed properly, you are going to be fighting an uphill battle trying to get the tank and carto to perform as expected.

That being said, there are a couple of factors like the thickness of your juice, the type of carto, and the size of the holes. I can't tell from your pic what kind of pre-punched carto you have. I am guessing Boge as they are typically tighter packed and in my experience have a harder time wicking medium to thick juices. See if you can score some Smokteks as they are looser in the packing. You could also have a bad carto. The QC on cartomizers leaves a lot to be desired.

I just ordered a carto punch to try to improve the wicking of the Boges I recently bought a couple dozen of. If you search through the carto forum, you are going to see that many people, including myself, have had this problem. There is a set of troubleshooting steps that you can take to isolate the issue, and when you get the problem solved using a carto tank is a great way to vape, particularly when you are on the go.

Good luck.
