Up at the very top of the page, click on "Settings". There will be a menu bar on the left where you will see "Edit Profile Image", click that one to set or change your profile picture.
If you mean the image that displays just under your username on your posts, what you want is "Edit Avatar" instead as the profile pic only shows on your profile
