Once you have those 15 posts under your belt, click on Settings at the top of any ECF page. You'll see "Edit My Profile Picture" on the left. The Profile picture is what others see when they view your profile.
The pictures you see on most posts are called Avatars. You can (once you have the posts) edit that, too. "Edit Avatar" is right under "Edit My Profile Picture" on your Settings page.

Thank you for asking this, somehow I missed the part that said you need 15 posts before you can have a profile pic and kept trying and it wouldn't work. That seems a little strange to me, I've been on a lot of different forums but this is the first to have a post limit before allowing you to have a profile picture.
Can anyone tell me the rationale behind that? Is it just a clever way to get people to be more social and post more or what? Just curious.

Actually, you CAN have an Avatar and a Profile pic right away. I'm not sure what the problem is though with you not being able to place one. If you go to Settings and see an option to Edit Profile or Edit Avatar, those options are available to you.
Make sure that you are either copying from a trusted site such as Imgur or from your computer. Make sure you click SAVE before exiting the area. Also, there are size limitations but the forum software should automatically re-size the picture for you.
^I've tried that but I always get a "failed to upload" message. I made sure to resize the image to the right specifications and directly upload it from the computer but it still won't work. I will just try again when I hit 15 posts, shouldn't take too long.
Ensure the image you're attempting to upload is the proper format (.jpg, .gif, .png, etc.). New members should be able to create an avatar immediately upon joining. There's no post limit at all on creating one.

The second post about has a link to a thread that says you must have 15 posts before you can have a profile picture. InTheShade posted it above. I can't post links yet but you can see the post up there. Maybe it's a new rule as of recently?
The 15 posts rule is for signatures
Adding for additional clarity: If you see the option to do something, you are able to do it. Notice the option to edit signature is not there? When you get to that magical number, the forum does its refresh thing at 25 minutes after each hour. You will then see the option to add a signature.
Are you on a computer or a mobile device? If mobile, perhaps the functionality is not available in the app you're using
I'm on mobile but it's the full website version rather than the app or mobile version. I'll try it on the computer tomorrow and see if it works then.
You do have a profile picture in your profile page. If you're looking to have it on your posts, as others do, that's called an avatar, which can be uploaded a similar way. Click Settings at top, and Change Avatar on left.
