They will have a partial charge and you can probably use one but it will likely reduce the battery's useful life to use it without charging.

It is ok to vape on one partially charged battery while you wait for the other one to charge. Nothing wrong with that whatsoever. The provari shuts batteries down well before you get into a low danger zone.

Battery Manufacturers ALWAYS advise FULLY charging new batteries before use.(Always!!) Since they make them, I'd think they know best.
First charge should not take that long since they are normally charged to a storage state. My last set took under 30 minutes.
Read the manual while you wait.
Fully discharge the first few uses to maximize battery life.

I waited till my batteries were fully charged. Didnt want to sacrifice any performance during my first vape session with it.

Mine didn't take that long. In the time they charged I was cleaning the provari and the aga t+ and coiling it. When I went back the one was green. As I went to grab that one the other turned green. It's really not that long

Congrats, I just got mine today. Warning though, you will need a drool rag as you open the box.
Be aware it doesn't come with a hard copy manual. You can view or download it from the Provape website.

Write down all the E codes too.. Put them on a business card or something, stick it in your wallet (I really wish provape did this).

I have a Provari and AGA, too. I have found the Provari to be invaluable in helping me to set up the AGA. I bought a multimeter specifically to use for RBA's, but have yet needed to use it. The Provari can do it all.
I use it to check the ohm of the coil. It can also "see" shorts that I am unable to see; it will throw an error code at me and then I know to tease and prod the coil loops until the Provari is satisfied. I also do the pulse firing to slowly oxidize the coil, starting at the lowest voltage and increasing the voltage in short increments.
