question about cartridge fillers

The lifetime varies from user to user, I guess an average is 2 weeks. If you take them out rinse them in water or the rinse of your choice they seem to shrink after a time and lose the ability to hold much fluid. You also want to toss any that get discolored ( not from liquid, but mold).
You can replace it with Fluval used in fish tank filters (White not charcoal) teabags, paper towels Polyfil (like for quilts) ect. Do a search for refill for carts and you will get any number of threads.

Can one keep using the fillers in the cartridge, by adding more liquid, or at some point do they not hold the liquid very well? I've read that some people take the filler out, rinse it to clean, and put it back in. In other words, what is the "life expectancy" of the white fillers?

My experience is that it's only good for 2-3 days for me... especially if you are keep topping it off from the same cart over and over. Even if you linse it out and pat-dry, it just doesn't have that fluffiness, which is important to hold the liquid. Yes, you can still vape with it - but in my experience, you get more liquid leak from the carts. (yuck!)

I'm using Polyfill, which you can buy a lifetime supply from walmart for few bucks. (I think its about 4-5 dollars). Mary Kay has mentioned other stuff as well. I haven't tried fluval, but I also hear its good too.

In my case, teabag, papertowl didn't work too well.

Fluval worked well for me in the smaller PV (DSE901), I'm still trying to find the right size fo the DSE801 carts, keep getting liquid in my mouth. But the fluval seems to work better than the original filler for the 901.

MaryKay is correct though, there have been all kinds of threads on this and I have tried many things.... different things work for different people. Really depends on your preference.
