question about shipping lith ion batts without device

I made another post earlier titled "i hate when this happens" and I think it was a bad title so i'm recreating this thread in hopes to get some accurate information.

I sold a mech mod and 2x 18650 batteries on classifieds and when i went to go ship it today they said I am not allowed to ship lithium ion batteries so I came back home and posted the thread mentioned earlier and got a quick response of the rules and regulations.

I have shipped a lithium ion battery before but it was installed inside an svd and they shipped it no problem. I just had to pay an extra $1 on top of the 5.95.

I already talked to the buyer and offered him a refund for this inconvenience and also offered to send him a free bolt mod if he still wanted the item. He said he would take the free bolt with it. So I am planning on putting the 2 18650's in both mods so that it will have no troubled going through but I still need to know the rules for future sales.

Here's the part of the rules about shipping lithium ion batteries without a device..

d. Mailed Without Equipment. The following additional restrictions apply to the mailing of secondary cells or batteries without equipment:
1. The secondary lithium cells and batteries must be mailed in “the originally sealed packaging�? and no more than three batteries.

2. The sealed packages of batteries must be separated and cushioned to prevent short circuit, movement, or damage.

3. The shipment must be contained in a strong enough sealed package to prevent crushing of the package or exposure of the contents during normal handling in the mail.

4. The outside of the package must be marked on the address side “Package Contains Lithium-ion Batteries (no lithium metal).�?

10.20.7 Damaged or Recalled Batteries
Damaged or recalled batteries are prohibited from mailing unless approved by the manager, Product Classification.

10.20.8 Lithium Battery Mailability
To determine the mailability of primary (nonrechargeable) lithium metal and lithium alloy batteries, or secondary lithium-ion batteries, see exhibit below. For detailed information refer to 10.20.5 and 10.20.6 respectively.

So, does this mean I can ship batteries as long as I put them in the 18650 boxes ? something like this

I've bought Lithium ions from companies and they always show up in either just securely wrapped bubble paper, or a plastic battery case. I'm the guy that goober sold the mech mod too (thanks man). Goober, if you just want to ship one of the batteries its all good. I have 5 panasonic 3400's here anyway. :2cool: Save the bolt if you want and any extra shipping cost if any.
