I have been on other forums that run the same software as ECF. When I visit a thread on those forums, either to read or even if I post, when I go back to that thread later it will take me to the last post on the thread that I had read.

Here it takes me to the first page (unless I click a page #). Is this a setting that I need to change or one that is universal to everyone on the forum?

Generally, if I've previously been in a thread, going back into it takes me to the point where I left off. Sometimes it takes a moment for the forum to get you to your last read post.

You can click on the circle with arrows to the left of the thread title and it will take you to the first unread post.
