Questions on the Bud Sapphire 510

I had ordered two boxes of the bud sapphire 510. In one box the bud sapphires were bone dry, in the other box there was liquid / condensation in both buds. My question is should both boxes have had liquid in them, or should they have both been bone dry? Maybe another way to ask this question would be do they ship with primer in them? Thanks for your help!

some might have vg in them other might not, this is normal
