According to the instructions that come with the 510 pcc yes you can.

QUOTE: From point No. (Written in Engrish as with most chinese instructions)

1. Charge Personal Charging Casing(PCC): When the casing is charge with the external power adaptor (output is USB interface) or USB interface in the computer, the input is 5.0v, light C (bottom light) shows like this:
When PCC is being charged, light C shows red and reminds user PCC is being charge.
When PCC is fully charged, light C is green. It means that the charge is finished. Meanwhile, electronic cigarette can be charged. Cut the external power adaptor or the computer, light C goes out. (Note: It nees about 4.0 hours to charge the PCC.)

I personally charge my PCC with my 510 battery inserted. you will get two red lights when you do this if your 510 battery needs charging too. once your PCC is charged the bottom light will go green.

I leave my PCC connected up to my computer while I am home and take the 510 battery out when I need a vape. I have had no trouble while doing this.

As far as frying your motherboard in your computer I would not think so. But make sure you plug your e-cig into a rear USB port and not a front USB port. As you are guaranteed to have a fully powered USB power source. The ports at the front of a computer tend to be slaves and will not deliver full power in some cases.

I have found this out by some of my portable hardrives not working in front ports of some computers. An IT guy at worked told me the above information.
