That joker probably got his shipment sent to HSA and high chance it is a substantial amount. HSA feels that they've hit jackpot, calls ICA to get receiver's details from shipper.

After posing as a buyer and confirmed that the shop sell ecigs. They decided to conduct a raid.

Just remember there are so many ways for big bro to track you down for the tax $$ u avoided paying.

Just because something is illegal doesn't mean that it is logical. Recall that 377A is still a valid law?
