Ben at NC Vape is in Fayetteville and is great to deal with. There are a couple places in Charlotte as well but you asked for Raleigh. I think Ben sets up at a local flea market/fair as well.
What are the places in Charlotte? I've only ordered on-line but wouldn't mind getting it local.

My Freedom Smokes mixes his own juice, Sharp Smoker is Dekang and I'm not sure about Mad Vapes. They all have good hardware as well, depending on the unit you use.

I'd try Curious Goods or any of the head shops (been a while since I've been out that way so I don't know any of the names of them) over by NCSU. They might carry some or know of where to get some.
Although their supplies are somewhat limited, I was in Infinity's End the other day in Charlotte and they also have e-cigs, including some juices.

I have met with Misty Mountain at the NC state fairgrounds very nice and approachable even let smokers try out a ecig and keep the refillable cart. Bought a 510 battery there still hitting strong going on 2weeks now paid 14$ not bad being local and no shipping fees, gas station down Hillsborough st. by Arbys had some Tasty Puff but I'm not really interested in trying them
