If you can go a wee bit higher, I really liked my authentic Fogger v4.1's. I got mine from VapeNW on eBay, for roughly $22 a few months ago (and now the v5 is out, v6 purportedly on the way), free shipping.

I'm sure there are better options out there, and if you're really sticking to $15, Fasttech is about your only option. Just do all the research you can by reading the discussions/reviews on Fasttech very diligently, as anything in that price range is liable to be a lemon. I've personally experienced a really bad Kayfun clone with a wiggly positive terminal, just not fun to deal with (and dangerous, on a mech).

ETA: Now, if you're willing to lose the tank and go with a dripper, you can find some really good choices in that price range (many clones, an authentic or two).

Well, if you have a local B&M shop nearby hit them up, sometimes ( more often then not) the folks hanging about will have excess hardware and they may have something for you (sometimes its really nice for rather cheap).
See if you can find an AGA-T, its a long shot but by now they should be around 15 bucks.
Though RBA covers 2 branches in truth...
RDA-Rebuild-able Dripping atomizer, these can be sourced for under 15 bucks easily, they don't have a tank but will do the job just fine without too many hassles, my preferred go to actually.
RTA- Rebuild-able Tank Atomizer, these have a tank, either top like the kayfun orchid and Russian 91% or bottom like the RSST, Steam Turbine and AGA-T. the differences are pretty major though, most bottom feeder tanks will use stainless steel wick or the likes, I've heard tale you can use these with cotton but again, never tried it myself.
Top side tanks use cotton, Rayon or Silica to wick the liquid to the coils, they usually have a channel that feeds to juice to a well inside a Chimney where the wicks will pick it up and transport it.

Sorry if this is information overload, first would to determine what type of RBA would fit your vaping style then can progress from there.

Tobeco clone rbas like the orchid I see going for around the 17-18$ range. Build it at 1.2-1.7 range and your good to go. I haven't had much luck with sub ohm builds with rbas but maybe I'm doing something wrong.

Depends on what your going for sub-ohm, the issue I find with a lot of the Kayfun style RTA's is the juice well isn't really feeding fast enough for sub-ohm builds. I've not played around with increasing/decreasing the chimney to see if that makes a difference or not really but after that 3'rd dry hit from the bowels fire and brimstone it kind of put me off for a bit (recovery time and the such).
Air flow has a lot to do with it as well, going from high ohm to low is like going from an easy bake oven to propane grill set on high so it would superheat the vapor in the chimney and in turn drying out your wicking material while doing so (Insta atomization anyone).
There are a few coming out this year that look to be more sub-ohm friendly so eagerly awaiting feedback on that, trust me when i say that I too am in the same boat that you are on sub-ohm'ing a Kayfun style RTA.
 
Thanks for the replies. Price range is definitely flexible, up to around $30, but I really just wanted a feeler for affordable but quality RTAs. AGA-T looks nice, but Id rather start with more traditional cotton or silica wicks, then maybe move into the mesh. The Russian 91% looks nice, but Im seeing it for around $70. ChasingHeather, where have you seen it in the $20s?
And I definitely want an RTA, something I can take with me to work/in the car with bo hassles... an all day setup. Once I have that, Ill get into at-home RDAs. Also, something with a lot of airflow, adjustable. Been starting to lung hit and have been preferring it. Thanks!
