Silica has a much smoother surface than cotton, thus less friction and easier to unwind/ fall apart. Plus cotton is probably stronger against pulling force.
You consider holding/lining up a simple push pin against the silica strand(s), as you wrap the coil. The said pin will afford a stiffer, for a lack of a better word, working area.
Handle it as little as possible, don't bent it all around or run your fingers across it. The more it's manipulated the more it breaks off. You are talking about the small fibers right?

this is what the silica looks like. It started out being one piece of silica then after working with it a lil bit this is what happened i think it might be fiberglass wick because it flakes fibers off of it when I handle it. BUT the vender on ebay said it was high quality silica
