I just received a Vivi Nova from GotVapes. I installed it in my metal tanks and drew in. Absolutely no draw.
I was perplexed. Than I compared the bottom of the Vivi Nova with a working model that I'd received previously.

Their was no hole drilled in the thread.

I was wondering if this is mistake in manufacturing or has something to do with the revision.

I'm not returning it to GotVapes because I'm past their 24 hour warranty period. Also I'd spend more in returning it than the
Part is worth. After all I still have the 3 heads.

I'm really curious if this is just an example of slipshod chinese manufacturing, or is this an older or newer revision.

You can use a very small drill bit, and make your own, actually. It wouldn't be hard at all. Just buy a table clamp, and a small drill bit. I believe they're somewhere around 2/16ths of an inch. If you're scared to drill it, you can get a wood screw, and a hammer, and punch it out, or use an eight penny nail. Those can be purchased from your local hardware store for literally a few cents each.
Just barely punch the hole, and if it's not pulling enough for your liking, and you have extra room use a wider tipped screw, or nail (16 penny will have the largest holes on a nail, and I'm almost certain they'd be too wide for a carto punch above the threads because of the limited area you have to work with.
The good thing is that with it being a vivi you can probably just order a replacement part for that specific part of it, but I'm not sure, I've not touched the vivi's yet.
GL, and hope you get something working for yourself.
Always sucks to find out you wasted money once it's too late :/
