Selling E-liquid

hello all,

I have been making eliquid for a while now and thinking of packaging and selling it as I believe it is a lot better quality then I can buy off the shelf. Would I require an FDA license if I make the eliquid without nicotine and includ nic shots in the packaging?

Yes you would. Manufacturing Tobacco Products

Even "nicotine-free" e-liquid is considered a "tobacco product" by the FDA.

I use to fight that battle, I vape with no nic and I'm using a tobacco product? Give me a break.
