I certainly would. But right now, especially if you're on a budget, stock up smart. Identify what you absolutely need, and will likely be available after August. If I were you, I'd concentrate on mods, toppers, and nicotine base.
You want a regulated mod or two with a good reputation, and replaceable batteries. Replaceable batteries are important because unless you drop your mod or something, replaceable batteries will seriously lengthen the life of your mod. Batteries will only last through so many charge cycles. Unless you have some serious electrical skills, once the batteries in a mod with an internal battery dies, the mod is dead.
I would also think about picking up a mechanical mod set up with some spare parts. Yes you absolutely do need to know how to use unregulated devices safely before you use them. But you got time to learn, and it's really not that hard. Unless you're unwilling to put in the work to use a mech safely, then don't get one. Safety is the most important thing with mechs. You could hurt yourself otherwise. But if you are willing, a mech is a good hedge against mod failure, once your regulated devices go cuput (and they all will eventually). It's pretty hard to break a mech, and pretty easy to swap out worn parts.
You also want rebuildable toppers. This is important, because stocking up on enough factory coils to use in a prebuilt tank is going to be extremely expensive, and how could you ever know you'll have enough? Get a couple RTAs. There's a bit of a learning curve on these tanks, but once you get it, building the coils and wicking is pretty smooth sailing. I have a Griffin tank myself and I'm pretty pleased with it. You'll want some spare tank parts too. Extra screws, extra o rings. Definitely extra glass. Probably some extra post insulators. All the extra repair parts are dirt cheap anyway. No reason not to have them.
I suggest you get at least one RDA too. Even if you're not into dripping, you might be in the future, and if you ever think you might want one, well worst case scenario, you may not be able to get one after August. RDAs are a good back up plan anyway, in case you break all your tank glass.
Nicotine base. You definitely want this. As much as you can afford and store. You'll have to freeze it. In the interest of cost effectiveness and limited storage space, you'll probably want a higher concentration. 60-100 mg/ml. Just be careful to keep it off your skin, and out of reach of children and pets. Once you get your nicotine, split it up into smaller batches and freeze it in glass amber bottles. This way you won't have to defrost a whole large batch just to get a little.
You also might want to have a little coil wire on hand, just in case. It's pretty cheap, and one role will last you for ages.
But things you probably don't need to stock up on. Batteries, PG, VG, flavoring, and wick. All of these things are available en mass for many purposes. Vaping is not the primary industry for any of these things.
