15 posts, there is adtl post counts above that before you can do things like use the classified section etc... info can be found in the "New Members Information" section

Edit: not sure where it's listed here, but other more veteran members have said that the forum refreshes every hour also, so you have to hit 15 posts, wait an hour... then you are good to go
